Read the three reports together
The marketing and bankable-projects report considers the projects and participants a financing facility would need to reach. The facility-design report addresses how the mechanism would operate. The capacity-building report considers the people and capabilities needed to implement it.
Reading only the financing product can miss the development and delivery problem. Reading only the project pipeline can miss the eligibility, assessment and administrative work required to turn an idea into a funded installation.
