Ask a question that changes a decision
A market report becomes useful when it tests a specific assumption: whether a project can sell electricity under the proposed arrangement, whether a customer can sign a long-term service contract, or whether a funding instrument matches the development stage.
Begin with a decision, a geography and a cutoff date. Then separate laws and official programme terms from announcements, market commentary and forecasts. Keep a source register with publication dates, retrieval dates and a short explanation of why each source matters.

Four layers of a clean-energy market

Compare countries without flattening them
Use the same questions for each jurisdiction, rather than a single regional average. A feed-in tariff, corporate power purchase agreement and competitive auction are not interchangeable revenue models.
Record the status of each claim: enacted, open for application, awarded, proposed or scenario-based. An announcement is not an operating permission. An installed-capacity target is not a contracted project pipeline.

The recovered 2011 efficiency study makes its proxy indicators and scope limits visible.
