Start with the date and the scenario

Energy outlooks mix measured historical data with modelled futures. The IEA’s Southeast Asia Energy Outlook 2026 is a current publication, but many of its baseline observations concern 2024 or 2025. Keep those dates attached to the numbers.

Its scenarios are structured explorations of policy and energy-system outcomes. They are not guarantees of demand, prices, installed capacity or a specific project’s returns. For an investor memo, label the scenario and explain why it is relevant to the project.

The financing signal

The IEA reports more than USD 100 billion in total regional energy investment in 2025, and a 60% increase in clean-energy investment since 2015. Those measures describe a regional trend; they should not be added together or presented as a single investable market.

The report also describes materially higher financing costs across much of the region than in advanced economies and China. A project team should respond by documenting risk allocation, cash-flow certainty and funding conditions, rather than borrowing a low discount rate from another market.

A source register that can be audited

Save the source title, publication date, section or page, metric, geography and units. Record whether it is observed data, a target or a scenario. Add a short note describing the implication and the limitation.

For example, an observed increase in regional capital investment can support a market-context paragraph. It cannot prove that a particular bank will finance a sponsor, or that the sponsor’s construction cost is competitive.

The next useful action

Use the funding-readiness checklist to locate the biggest evidence gap. If the project’s risk allocation is unclear, resolve that before broad outreach. If the market assumption is unclear, commission a focused research question rather than a generic regional report.
